To bring a dog or cat into Colombia you need rabies vaccination and health certificate. There is no quarantine for animals that meet every requirement. Plan on at least 35 days before departure.
For Colombia the paperwork matters more than the calendar. A health certificate from a licensed vet, endorsed by the animal-health authority in the country of origin, together with a current rabies vaccination, satisfies ICA officers at Bogotá, Medellín or Cartagena. No import permit is required and compliant pets are not quarantined. Microchipping is optional here but sensible on a multi-country trip.
